What is CDF?

Your Constituency Has Money for You

The CDF is managed by the Constituency Development Fund Committee (CDFC) and applications are first reviewed at ward level by the Ward Development Committee (WDC).

It supports individuals through bursaries for vocational training and boarding school fees, and empowers groups through grants and loans for community projects.

Learner Must Meet At Least One Criterion
  • Enrolled at or accepted by a public boarding secondary school
  • Qualified for Grade 8 or currently enrolled in Grade 9–12
  • School dropout unable to pay fees
  • Accommodated in a nearby village due to unpaid boarding fees
  • Double orphan with guardian having no reliable income
  • Single orphan where the surviving parent has no reliable income
  • Learner living with a disability
  • Learner from a female-headed, child-headed, elderly-headed or chronically ill household
Required Documents
  • Birth certificate of applicant
  • Acceptance/confirmation letter from the school
  • Death certificates of parents (where applicable)
  • Pay slips or proof of income of parents/guardian
  • Medical records (if parent/guardian is ill)
  • Disability card for applicant or parent (if applicable)
  • Recommendation from traditional leadership or CWAC/CDA
  • Assessment from school Guidance Teacher or Head Teacher
⚠️ Critical: No application will be considered without the WDC Chairperson endorsement. The applicant must sign every page.
Group / Organisation
  • Must be a registered club, cooperative, organised group or enterprise
  • Date of registration with relevant authorities
  • Physical address within the constituency
  • Full membership list: name, position, sex, NRC, signature
  • Maximum 5 signatories on the declaration
Project Information
  • Description of the main community problem being addressed
  • How the project was identified — attach minutes where available
  • How the community will benefit and number of jobs created
  • Prior loan history within the last 3 years (disclose all)
Financial Details
  • Bank account: name, branch, sort code, SWIFT, account number
  • OR mobile money wallet registered in the group's name
  • Training history in entrepreneurship, savings or financial literacy (advantage)
Covers Youth (YE), Women (WE), Community (CE) empowerment and seed money for village banking/chilimba groups.

⚠️ Watch Out For…

  • Applying outside your home constituency
  • Providing false or misleading information
  • Applying for a bursary without an acceptance letter
  • Missing required certified documents
  • Not having the WDC Chairperson endorsement
  • Not signing every page of the application
  • Failing to disclose prior bursary or loan history

A monthly government cash payment to the most vulnerable and ultra-poor households in Zambia, administered by the Ministry of Community Development and Social Welfare through Community Welfare Assistance Committees (CWACs).

What is SCT?

Regular Cash Support for the Poorest Households

The Social Cash Transfer programme provides regular, predictable cash payments to ultra-poor and labour-constrained households across Zambia. Payments are made monthly or bi-monthly depending on the district.

The cash is unconditional — meaning households can spend it on whatever they need most, whether food, school fees, medicine, or farming inputs.

Beneficiaries are identified through a community-based targeting process involving Community Welfare Assistance Committees (CWACs) and verified by the Ministry.

💡 SCT is NOT a loan. You do not repay it. It is a government support payment for qualifying households.

How to Access SCT

The SCT Registration Process

SCT beneficiaries are selected through community targeting — you do not apply alone. Here is how the process works.

Your Community Welfare Assistance Committee identifies ultra-poor households in your community through community meetings.

A government officer conducts a Proxy Means Test (PMT) to verify your household's poverty and vulnerability level.

SCT Requirements

What You Need to Register

Requirements are assessed by the CWAC and government officers. Prepare the following.

Household Must Meet These Criteria
  • Be classified as ultra-poor (below the ultra-poverty line)
  • Be labour-constrained — unable to engage in productive work
  • Have elderly household head aged 60 years and above
  • OR have a member with severe physical or mental disability
  • OR be a household with orphans and vulnerable children (OVC)
  • OR be a chronically ill household unable to sustain itself
  • OR be a female-headed or child-headed household
Documents Required for Registration
  • National Registration Card (NRC) of household head
  • Birth certificates of all children under 18 in the household
  • Death certificates of deceased parents (for OVC households)
  • Hospital/medical records confirming chronic illness or disability
  • Disability card (where applicable)
  • Proof of residence in the ward/constituency
Payment Collection
  • Mobile money account (Airtel Money, MTN MoMo, or Zamtel Kwacha) — preferred
  • OR attendance at designated pay points on scheduled dates
  • NRC must be presented at every payment collection

⚠️ You May Not Qualify If…

  • Your household has a working adult with regular income
  • You are already receiving another social protection grant
  • You do not meet the ultra-poverty threshold during assessment
  • You provide false information during the household assessment
  • ⚠️SCT is not available in all districts — check your District Social Welfare Office
  • ⚠️Payments stop if your household situation improves significantly

Farmer Input Support Programme

A government agricultural subsidy that provides small-scale farmers with subsidized fertilizer and seed each farming season, managed by the Ministry of Agriculture through Agriculture Camp Officers across Zambia.

What is FISP?

Subsidized Farming Inputs for Small-Scale Farmers

FISP provides subsidized fertilizer and certified seed to small-scale farmers at the beginning of each farming season. The goal is to boost food production and improve the livelihoods of rural farming households.

Under the e-voucher system, eligible farmers receive a digital voucher that they redeem at approved agro-dealers for inputs of their choice within a set value.

Registration is done through your local Agriculture Camp Officer (ACO) before the season begins.

🌾 FISP runs each farming season. Registration typically opens between June and August. Do not miss the registration window.

How to Register

Getting Your FISP E-Voucher

Registration is done before the farming season opens. Here is the full process.

Contact Your ACO

Visit your local Agriculture Camp Officer (ACO) when registration opens — typically June to August each year.

Complete Registration Form

Fill in the FISP registration form with your personal, farm, and mobile money details.

Verification

The ACO verifies your eligibility: land size, residency, and that you have not benefited from duplicate programmes.

Receive E-Voucher

An e-voucher is sent to your registered mobile number for the subsidized input value for that season.

🛒

Redeem at Agro-Dealer

Take your e-voucher to an approved agro-dealer and select your fertilizer and seed within the voucher value.

FISP Requirements

What You Need to Register for FISP

Farmer Eligibility
  • Must be a Zambian citizen with a valid NRC
  • Must be a small-scale farmer with 0.5 to 5 hectares of farmland
  • Must be resident in the constituency where registering
  • Must not be receiving farm inputs from another government programme simultaneously
  • Must have a mobile phone registered in your own name
  • Priority given to vulnerable groups: women, youth, persons with disability

  • Green National Registration Card (NRC)
  • Active mobile money account (Airtel Money, MTN MoMo, or Zamtel Kwacha)
  • Proof of land ownership or use rights (land title, traditional authority letter, or lease)
  • Disability card (if registering as a person with disability for priority access)
Input Redemption
  • Voucher redeemed at Ministry-approved agro-dealers only
  • NRC must be presented at the agro-dealer
  • Voucher is valid only for the current farming season — do not delay redemption
  • You may top up with your own money at the agro-dealer for additional inputs
⚠️ Do not sell, transfer or share your e-voucher. This is illegal and may result in disqualification from future FISP seasons.

⚠️ You May Be Disqualified If…

  • You are already receiving inputs from another government scheme
  • You farm more than 5 hectares (commercial farmer)
  • Your NRC does not match your registration details
  • You do not have a mobile money account
  • You register after the official window closes
